Vote FOR Arbitration Reform

When you vote in Maryland’s November 3 election, please vote FOR Question 1—the Arbitration Reform for State Employees Act of 2026.

What does Question 1 mean?

It would require the Governor to include money in the proposed State budget to carry out collective bargaining agreements covering state employees—including agreements on pay, health benefits, and other working conditions.

That requirement would apply whether the union and the State reach an agreement through negotiations or the terms are decided through binding arbitration.

What is binding arbitration?

When the union and the State cannot reach an agreement in contract negotiations, a neutral arbitrator hears both sides and issues a binding decision to resolve the dispute. Approval of Question 1 would activate the binding arbitration process established by the legislation.

For MPEC members, this means a stronger process for resolving bargaining disputes and greater accountability for funding the resulting agreements.

Question 1 does not establish a specific raise. The General Assembly would retain its authority over appropriations, and wage awards would remain subject to State budget limitations.
